What the IS use on many of their prisoners, including Western hostages, is Nahr or the slaughter used for animals. This practice was first used by an Umayyad governor of Iraq against a famous heretic in the 8th century. The practice is not based on any text, law or precedent in Islam, however the IS invoke the usage of the practice in the 8th century to justify the slow death through the slitting of throats.
Therefore ISIS executions can not be considered Islamic in any way and are designed to cause maximum horror and shock.
